How Protection Civile is using Moodle to train its 2,000 volunteers and keep up their performance

Context
Protection Civile is an association governed by the law of 1901, recognised as being of public utility and approved as a civil protection organisation. Its aim is to use all the resources at its disposal to ensure the protection of civilian populations in times of peace, crisis or war.
32,000 volunteers, 500 local branches and no fewer than 98 associations make up the face of Civil Protection.
Historically, Civil Protection training has been exclusively face-to-face, a format that has given rise to a number of problems.

Challenges
Protection Civile Paris Seine (PCPS) has 2,000 volunteers who are subject to strict training obligations.
Each course lasts a minimum of 5 days and must be repeated every year.
Faced with increasing demands, particularly in preparation for the 2024 Olympic and Paralympic Games, the PCPS had to find an innovative solution to train its members quickly and effectively while complying with legal obligations.
Problems
- Time and personnel: the courses required a great deal of human and material resources
- Limited effectiveness: a top-down format (PDF sent, not very interactive) led to disengagement on the part of learners and a high risk of misunderstanding
- Specific context of the 2024 Olympics: the organisation had to train 1,200 people in record time (2.5 months), with content spread over 4 hours per person
Solutions
- Implementation of an Open-Source LMS: our customised platform enables e-learning content to be hosted, administered and created
- Creation of interactive modules via H5P: engaging tools to encourage asynchronous learning
- Optimised blended learning: move from a 100% face-to-face model to a hybrid format (2 hours online for theory, 2 hours face-to-face for practice)
- Simplification of the user interface: all this was accompanied by customised monitoring, before and after the launch, to ensure smooth adoption of the tools
Results
Key outcomes thanks to the new Moodle Learning Management System (LMS) :
- Doubling the number of training sessions delivered: the organisation was able to manage twice as many sessions in less time
- Optimisation of training time: face-to-face time was halved thanks to the online component, saving both human and financial resources.
- Compliance with the 2024 Olympic Games deadlines: all 1,200 participants were trained within the allotted time
- Easier learner management: integration of digital badges to track training pathways and associated authorisations
Conclusion
With the implementation of a Moodle LMS boosted by Enovation, Protection Civile Paris Seine rose to the challenge of the 2024 Olympic Games while laying the foundation for a sustainable and modern training strategy.
